House Panel to Begin Deliberations on ABS-CBN Franchise Renewal Next Week

 



After years of uncertainty, the possibility of ABS-CBN regaining its franchise is once again in the spotlight. 


The House legislative franchises panel, chaired by ParaƱaque Rep. Gus S. Tambunting, is set to begin discussions on various bills seeking to grant the network a fresh 25-year franchise. Tambunting confirmed that he has initiated the process and is waiting for the necessary documents before finalizing a schedule. This development comes nearly four years after Congress denied ABS-CBN’s initial bid to renew its franchise, citing alleged violations and regulatory concerns.  


Albay Rep. Jose Ma. Clemente S. Salceda's recent filing of a new bill seeking to reinstate ABS-CBN’s broadcasting rights has renewed public and investor interest. Since 2022, five similar bills have been submitted, reflecting the sustained call for the network’s return to free television. Tambunting clarified that while discussions will begin, there is no guarantee of immediate approval. Lawmakers will evaluate the feasibility of granting the franchise, although specific criteria for assessment remain unclear.  


ABS-CBN was forced to halt its operations in May 2020 after the House legislative franchises committee, composed largely of former President Rodrigo Duterte’s allies, rejected its renewal. The decision led to significant job losses and reshaped the country’s media landscape. Supporters argue that reviving ABS-CBN’s franchise would restore a critical source of news and entertainment, particularly in areas with limited media access. Critics, however, continue to raise concerns regarding the network’s past regulatory issues.  


The news of the upcoming deliberations has already impacted ABS-CBN’s stock performance. Globalinks Securities and Stocks, Inc. Head of Sales Trading Toby Allan C. Arce noted that the company’s share price may see significant fluctuations in response to developments from the hearings. Investors remain cautious, with speculative trading expected to drive market movements in the coming weeks. COL Financial Group, Inc. strategist April Lynn Lee-Tan shared a similar outlook, stating that the discussions could have a positive influence on the stock, as was the case in previous franchise-related news cycles.  


Despite the renewed legislative effort, ABS-CBN’s future remains uncertain. The outcome of the deliberations will depend on whether lawmakers find the network’s compliance and business model satisfactory. While supporters remain hopeful, the broader political climate and potential opposition could still pose challenges. In the coming weeks, all eyes will be on Congress as it decides whether to grant ABS-CBN another chance to reclaim its place in Philippine broadcasting.
