Fire Officer Exam FOE 2023: Requirements and Application

 


The Fire Officer Exam (FOE) is a civil service test administered by the Civil Service Commission (CSC) to assess and choose eligible candidates for the role of Fire Officer 1 within the Bureau of Fire Protection (BFP).


As for the Fire Officer Exam schedule, it is yet to be announced (TBA).


Requirements for Eligibility

Applicants are required to STRICTLY adhere to the following eligibility criteria:

  1. Must hold Filipino citizenship.
  2. Age must fall within the range of 21 to 35 years at the time of application submission.
  3. Must exhibit good moral character.
  4. Should be in sound mental and physical health.
  5. Must not have a prior conviction by final judgment for offenses or crimes involving moral turpitude, disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or drug addiction.
  6. Should not have received a dishonorable discharge from military service or been dismissed for cause from any government civilian positions.
  7. Must possess a baccalaureate degree from an accredited educational institution.

Important Note:

a) The age requirement can be waived for current employees of the BFP, as well as for former BFP employees, provided that their applications are endorsed by the BFP, and they can meet the minimum service requirement as per existing laws.

b) Approval of applications may be revoked at any time if it is discovered that the applicant is disqualified, in which case the examination fees paid will be forfeited.

c) Individuals holding dual citizenship under R.A. 9225 (Citizenship Retention and Re-acquisition Act of 2003) can apply for and take the examination by presenting the original and submitting a copy of the Certification of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration. They must also meet all other admission and application requirements for the examination.

d) Applicants with ongoing administrative and/or criminal cases can take the examination and will be granted eligibility if they pass successfully. However, this does not affect the outcome of their pending cases. If they are found guilty, their eligibility will be revoked in accordance with the penalties specified in the decision and Section 57 (a) of the 2017 Rules on Administrative Cases in the Civil Service.

e) The Bar examination conducted by the Supreme Court of the Philippines and the Board examinations (which require the completion of at least a bachelor’s degree) administered by the Professional Regulation Commission are recognized as civil service examinations under Republic Act (RA) No. 1080. Consequently, passers are automatically considered civil service eligibles and have the option not to take the corresponding examination.



Additionally, the following persons have the option to refrain from participating in the examination:

Those who have successfully passed the civil service eligibility exams, including:

Career Service Examination (Professional level)
Career Service Examination for Foreign Service Officer (CSE-FSO)
Individuals who have been granted eligibility through special laws and directives from the Civil Service Commission (CSC), including:

Honor Graduate Eligibility under P.D. 907
Scientific and Technological Specialist Eligibility under P.D. 997
Sanggunian Member Eligibility (Second level) under RA No. 10156


What Are the Necessary Requirements?

Application Form:
  • Ensure that you have completed the application form (CS Form No. 100, Revised 2016).
  • Leave the Signature and Right Thumbmark sections blank as they will be filled in the presence of a CSC representative or processor.

ID Pictures:
  • You will need four (4) ID photos printed on high-quality photo paper.
  • These photos should be passport-sized, in color, and have a white background.
  • Include a handwritten name tag that displays your signature above your printed full name.
  • When at the photo studio, simply mention that the photos are for a Civil Service application, and they will be aware of the required standards.

Photo specifications are as follows:

  • Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
  • Colored with a white background
  • Taken within three (3) months before submitting your application
  • Printed on good-quality photo paper
  • In a standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture)
  • The name tag should be positioned approximately 1 inch or 2.54 cm below the chin and must be handwritten (not computer-generated).
  • The photo should feature a bare face (no eyeglasses, colored contact lenses, or facial accessories that obscure facial features).
  • Both left and right ears should be visible.
  • The photo should be taken in a full-face view directly facing the camera.
  • Maintain a neutral facial expression, and ensure both eyes are open.
  • The name tag should be legibly handwritten and should show your signature over your printed full name in the following format: First Name, Middle Initial, Last Name, and Extension Name (if applicable).




Acceptable Forms of Identification
To meet the ID requirement, ensure that your ID possesses the following elements:

  • A clear photograph
  • Your date of birth
  • Your signature
You must present both the original and a photocopy of one of the following documents:

  • Driver’s license (or temporary driver’s license; LTO O.R. must be accompanied by the old driver’s license, and the O.R. alone is not accepted)
  • Passport
  • PRC License
  • SSS ID
  • GSIS ID (UMID)
  • Voter’s ID (or Voter’s Certification)
  • BIR/Taxpayer’s ID (ATM type/TIN card type with a picture)
  • PhilHealth ID (must include your name, a clear photograph, signature, and PhilHealth number)
  • Company/Office ID
  • School ID
  • Police Clearance/Police Clearance Certificate (with photograph)
  • Postal ID
  • Barangay ID
  • NBI Clearance
  • Seaman’s Book
  • HDMF Transaction ID
  • PWD ID
  • Solo Parent ID
  • Senior Citizen’s ID
  • Alien Certificate of Registration Identity Card (ACR I-CARD)
  • CSC Eligibility Card (implemented only beginning with the May 3, 2015 CSE-PPT)
Please note:

  • Photocopies or cellphone photos of ID cards will not be accepted.
  • Any ID card not listed above will not be accepted.
  • If necessary, an expired ID card may be submitted during the examination application filing, provided it expired in the preceding months of the application year (from January 1, 2019, to the day before the application filing date).
Birth Certificate from NSO/PSA
In cases where the applicant's ID does not contain their birth date, they must provide an authenticated birth certificate.

Examination Fee:
The examination fee of ₱700.00 must be paid when filing the application at any CSC Regional or Field Offices nationwide.

Additional Requirements (if applicable):

  • For applicants without a birth date on their ID cards: Original and Photocopy of Birth Certificate issued by the Philippine Statistics Authority (PSA), or the Local Civil Registry printed in Security Paper.
  • For applicants holding dual citizenship under R.A. 9225: Original and Photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration.
  • For incumbent employees of BFP availing the age requirement waiver: Certification of Employment issued by the authorized agency official.
  • For former employees of BFP availing the age requirement waiver: Application Endorsement by the authorized BFP official with a statement certifying that the applicant can meet the minimum service requirement based on existing laws.

To successfully pass the Fire Officer Examination, candidates need to achieve a general rating of at least 80.00%. This examination comprises 160 items, with 150 dedicated to the test itself and 10 focused on Examinee Descriptive Questions (EDQ), which pertain to examinees' personal data. The examination is scheduled to take place from 8:00 A.M. to 11:05 AM, spanning a duration of 3 hours and 5 minutes.

Application Process
To apply for the examination, you are required to personally submit all necessary documents either at the CSC Regional Office (CSC RO) or at any of the CSC RO's Field Offices in the location where you intend to take the test. For more information, please refer to the CSC website.

Testing Center Transfer Procedure
Requests for transferring the testing center must be made during the application period or within five (5) working days following the application deadline. Absolutely no requests for testing center transfers will be entertained after this timeframe. Consequently, applicants are strongly advised to exercise caution and certainty when selecting their intended examination location.

To request a transfer, the applicant should submit a written request to the CSC Regional/Field Office where they initially filed their application. This request will undergo evaluation by the respective CSC RO/FO. The written request should include the reason for the transfer and must be accompanied by supporting documentation, along with a copy of the Application Receipt. Submissions can be made via email or courier services (e.g., LBC, Lalamove, Mr. Speedy, 2Go Express, Grab Express, JRS Express, DHL Express, J&T Express, etc.).

Examination Venue Details
The CSC will issue an Examination Advisory providing information on the examination venue/school assignment and other essential instructions for examination day. This advisory will be posted on various platforms, including the main CSC website www.csc.gov.ph, relevant CSC Regional Office websites, the CSC Facebook page at www.facebook.com/civilservicegovph, CSC Regional Office-managed Facebook pages, and other communication channels. For any inquiries related to this, please contact the respective CSC Regional/Field Office directly.

Important Note: It is highly recommended that examinees visit and conduct a preliminary inspection of their assigned school/testing venue, preferably at least one day before the examination. This allows examinees to familiarize themselves with the school's location, transportation options, and assess the travel time, especially considering potential traffic delays. Please do not solely rely on GPS navigation applications such as Waze and Google Maps on the day of the examination.

The Examinee's Guide and Audio Visual Presentation (AVP) will be sent to examinees via email approximately one week prior to the exam day. This material serves as an informative resource for examinees, providing guidance on how the examination will be conducted.

Contained within the Examinee's Guide/AVP is a comprehensive overview of the examination process, which includes instructions and protocols to be followed before, during, and after the exam day. Additionally, it addresses various concerns and outlines the health and safety measures in place due to the COVID-19 situation.

As for the release of test results, the List of Passers will be uploaded to the CSC website (www.csc.gov.ph) within 41 days after the examination. It's important to note that only the List of Passers on the official CSC website is recognized as official. Any postings on other websites not affiliated with or unauthorized by the CSC are not valid. Examinees can access their examination ratings through the Online Civil Service Examination Result Generation System (OCSERGS), which is also available on the CSC website. This service will be available approximately 15 days after the List of Passers is posted or as indicated in the relevant issuance or advisory.

Regarding the issuance of certificates or eligibility cards to passers, the CSC will release a Post Examination Advisory on its website. This advisory will contain guidelines, procedures, requirements, schedules, and other essential information regarding the issuance of the Certificate of Eligibility, Certification of Eligibility, or Civil Service Eligibility Card to successful examinees.

For those wondering about the resulting civil service eligibility after passing the Fire Officer Examination, it is called the Fire Officer Eligibility. This eligibility is classified as a second-level eligibility and is specific and suitable for appointments to second-level positions in the fire protection service and related roles, except for positions under the Philippine National Police. It's important to note that the Fire Officer Eligibility is not equivalent to the Career Service Professional or Subprofessional Eligibility.
